Can you identify this piece of vintage jewelry?

Yep, it's that time again. This jester fellow was in the big pile of vintage jewelry, and I have no idea where he came from.

My kitten friend at metroretrovintage thinks he is a fur clip, possibly from Boucher in the 1930s. He has a sort of scratched in mark that says "C351" and either "51 53" or "57 53."

He has two hinged pins on the back, one with sort of an old-fashioned stick pin stopper.
Any ideas?
